Where is “Penal Colony” set? The Gatium Empire encompasses several star systems (solar systems.) The Gatium’s rule is heavy-handed, and many have grown impoverished under it. Indentured servitude is common and most often how cargo ships gain their crew.

The Seraphim System is where Meisha was raised, in a refugee camp.

The Moon of Dol is one of the penal colonies of the Gatium Empire. The prisoners mine the rock, which is rich with an ore that produces fuel. It is here where we first meet Meisha.
